Hi Ed,

There are an assortment of breathable paints, made by the top paint manufacturers, (BEHR, Dulux, Sherwin Williams etc.) that are created as moisture or vapor barriers for basement walls. Such paints tend to be somewhat water proof and will resist mildew along with alkali.

Keep in mind though that they don't always rectify the problem as some foundation cracks can still leak, after painting, and paint barriers are only rated to withstand a certain amount of hydrostatic pressure (eg. 10lb) and in a lot of cases the amount of pressure being exerted onto the paint is much higher than the paint is rated for.

With that said, if you do an Internet search for "paint vapor barriers for basement walls". You should find what your looking for.
